A Brief History of Washington Grove, Maryland

By nightfall on May 30th, 1937, the Washington Grove Camp Meeting Association ceased to exist. They had adjourned their final meeting the evening before and earlier that day the Maryland State Legislature signed their town charter into Law, thus the town of Washington Grove Maryland was born.

The first act of government the citizens of Washington Grove accomplished was the creation of a form of incorporated government unique to this area of Montgomery County. The town would have its own mayor along with a city council, but it would share its power with a town meeting consisting of all legal adult residents within the grove. The meeting, which is held annually or when a public petition is presented, allows input from all residents regarding pertinent issues, including the annual budget.

The town of Washington Grove came into being during a chaotic time in our nation’s history. The town already had a lengthy list of citizens delinquent on their taxes (which were originally owed to the camp meeting association) as well as an impending housing shortage due to pre World War II growth around the District of Columbia. Both issues could have easily turned into a disaster for the new town. If the town couldn’t collect taxes from its citizens and thus supply itself with sufficient funding, it would soon either be forced to revert to unincorporated county territory or face annexation by the neighboring town of Gaithersburg (Edwards, 1999, 3)

This early segment of Washington Grove’s history would provide a glimpse into the town’s next sixty some odd years of existence. The town would soon face numerous financial near-crises dotted in between continued pressure from the ever-expanding suburban sprawl of the Washington DC metro area. But even in the face of adversity, Washington Grove not only survived, it flourished.
